The hunters continually poisoned the lake to keep it in one location and hopefully exhaust it's stamina with it's constant water purification which worked. The only real snag they hit was Gou's Pokeball ignoring the net and capturing a significantly weakened and poisoned Suicune. Remember the Hunters couldn't even counter it once Gou had administered treatment to it to some degree.
