The perfect example of this is Lucario, who got a movie and a bunch of other shilling before DP came out. They didn't just wake up one morning and go "let's promote Lucario for no reason", they went into the planning phase of Gen 4 knowing they were gonna shill Lucario to hell and back.
Think about things like how long it takes to produce an anime, how long it takes to produce a game, plushes, CGI trailers, etc, etc, and hopefully you'll understand that suits hand picked a generation's shillmon ages ago, while we're still playing the previous generation.
This applies to Greninja, who "just so happened" to be chosen for Smash while simultaneously being Ash's starter in the anime and having an OP ability and stats ingame. Same for Incineroar, who, while the least organically popular, still had a movie appearance, a broken ingame ability, and the entire Battle Royal area in SM tailor made just for him.

Incineroar getting in Smash despite being repeatedly mogged by the owl should have clued you into this fact. This is also why people who think Pokemon like Toxtricity or Dragapault can get in are also fools, since popularity is irrelevant.
So again, if we're getting a Pokemon in Smash, it'll be Cinderace. If we don't get a Pokemon in FP2, Cinderace will be skipped over like Zoraork, and then the next generation's shillmon will get in instead. Repeat forever.
