The reason being, Ralts is really, REALLY weak- which is why, in Gen 3, you catch it in the second route of the game- thus, Kirlia being around the same power level as the first available Psychic-types in other regions makes sense, when Ralts is designed to be around the same power level as Wurmple.
That... and while Mega Gardevoir definitely looks female (it looks like it's wearing a wedding dress), normal Gardevoir (barring fanon about very-not-modest chests) actually doesn't- that long, flowing fabric motif can easily be robes, instead of a dress. Your male Gardevoir isn't crossdressing- he's simply a robed mage.
