Also there's nothing wrong with Pokemon only becoming useful once you feed them TMs, there's plenty of instances of that over the years before the movepool updates kept on powercreeping everything to the point where <lv10 monsters in gen 5 and beyond learn shit like Bubblebeam. And shit, you remember how Tackle was 50 base power for a while, and you could get Lillipup with STAB for it on the first route? That's cray cray
The issue with TMs is that sometimes you get them far too late, in gen 2 Ariados won't be getting Sludge Bomb until Janine.
