>>33839049It's very easy to understand if you put yourself in the mindset of an 8 year old, which is this game's target audience. Whitney is one of the few NPCs with a moveset that makes sense.
First of Miltank has a fair amount of defense so if you didn't have special attackers you had to dig in for a fight. But she also had Attract, which meant if you didn't want to deal with that then you had to go out of your way to catch a female pokemon. Something you NEVER HAD TO ACCOUNT FOR in any other game and I think no other game afterward. And if she outsped you, which is very easy to happen unless you had something with Thunder Wave, then she could get first turn Stomps that can flinch you. And if avoided flinch you still had to make it past the Attract check if you didn't have a female out. Or she could get Rollout, which if RNG decided to fuck you over, she could snowball your team if you weren't careful. And assuming you made it past all that shit and hit her she could heal herself with Milk Drink.
If Whitney's team makeup was the standard and not the anomaly kids wouldn't play Pokemon as much. Especially since the thought process of the standard 8 year old is "if I win the type match up then I win."
