Once Pikachu was chosen as the star of the anime and it took off like crazy, they knew they fucked up by giving Pikachu an evolution.
Outside of side-games that flat-out star Pikachu, in the main games it keeps getting special treatment like the Light Orb, or getting Flying and Surfing variations, etc. And especially now with mega-evolutions, since they can't give PIkachu one due to it having an evolution... and tossing it's evolution aside wishing it never existed, they are coming up with excuses like Cosplay Pikachu to make Raichu and it's lack of a mega evolution even more irrelevant.
I mean, when is the last time they ever did ANYTHING with Raichu in the games other than include it just because they are obligated to? And even then they try to discourage evolving it by all the benefits they give to Pikachu.
Shame really, I like Raichu's design far more than Pikachu's.
