Base 90 Attack and 100 Speed are both really good for in-game and Silk Scarf boosted STAB Return is very easy to spam in most situations due to its high power and accuracy and good neutral coverage. It also has a good matchup against Koga and Bruno so it's useful even in Pokemon League.
