All that's required for an Eevee to become a Leafeon or Glaceon is to level up near an ice or moss rock, which shouldn't be too hard to pull off, even without a trainer to help them. Also, I think it's logical to assume each region has more than one moss and ice rock, and the reason we only ever see one per game is because we never explore the areas where the others are.
