Starting with the hair, that lacks any detail and looks like it was pasted from some low-polygon 3D model (Especially Nurutu)
Complete lack of shading, just some lines under the chin. Especilly visible on current Minato
Awkward poses. Lack of details. Jesus Christ
The only manga I can think fromt he top of my hed with worse art is SnK, and even that puts puts more effort in shading than Naruto. Furthermore it has been degrading over the years
