In order to defeat him and advance past route 30 you have to:
>soft reset for a perfect Chikorita
>grind to level 100 on Caterpie and Spinarak
>Soft-reset until Mega Raticate misses 95% accurate V-Create (You pick Chikorita because new advanced AI is more likely to choose the super effective move) and you also get a critical hit with Frenzy Plant
