My own headcanon is that they're from Johto, actually not that far based on real life, which is how the elderly couple caught wind of the masks in the first place. They didn't really need to cross the sea or climb mountains, they just got lost along the way.
Also Pecharunt drew inspiration from the Kimono girls and descriptions of Ho-Oh himself to make Fezandipiti pretty. He didn't get every detail right but hey, he tried and Fez himself seems perfectly happy with it.
Okidogi was a Growlithe, Munkidori was a Grookey, and Fezandipiti was a Tranquill
