I'm surprised nobody's mentioned Kangaskhan. It's to this day the most egregious example of "Pokemon as a character" design. Every Kangaskhan ever carries a baby of the exact same age. We've never seen one being born/hatched, we've never seen one without a baby, we've never seen a baby grow out of its pouch or evolve. Every Kangaskhan is effectively the same character because Game Freak never tried to explain how any of this works.
