Pokémon>Relent and catch a Pokémon able to swim>>55468276Personally, I see Box Legendaries not as "tied to the Region" but beings that roam the world at their own pleasure, after all, they embody concepts that affect everything and everyone, so unless they are sealed, they "belong to the world". As such, anyone can use them for their fan regions, not because they'll be tied to it, but because they happened to be there at the time.
But of course, if you wanna make your own Legends, go for it.
