Gen 7 OU contains the following Water-types:
>Toxapex, Pelliper, M-Swampert, M-Gyara, Keldeo, Fini, Greninja (both), Wash RotomExcept for Protean Greninja, none of them have Ice Beam in their respective analyses. To be fair, Ice Punch does appear in M-Swampert's analysis so there's a case to be made about Ice coverage overall, but your post is specifically about Ice Beam.
These are Pokemon not OU by usage but who have some degree of OU viability (UUBL and below)

However, it is third slashed here which means that is a highly niche move and that generally the first two slashed moves are better. In Kingra's case, they are HP Grass and HP Electric.
Also this logic doesn't make any degree of sense. Dragon/Fire had unresisted coverage outside of Heatran up until Gen 6. Your suggestion is the same as saying "We need to nerf Dragon-types by making Flamethrower weaker!".
