All you need to do is beat the E4 and champion the first time, then go to Goldenrod's Pokemon center. I believe once you check out the upper floor and come back down, an npc hands you the GS Ball and then you take that to Kurt. Wait a day, then you talk to kurt again and go to the shrine.
