Giovanni wants to rebuild his organization and that he should have directed his grunts better while Silver sees the army building as a waste and thinks he should get stronger alone. Silver's own personal goal is to be the strongest trainer without anyone's help.
As for the Rocket grunts themselves he just sees them all as cowardly weaklings that have to swarm opponents with numbers to win.
