Needed to be 100% linear without any typical grass to even run on the Wii. They made IRL Pokemon Go because they can't make enough textures and models to create a 3d World, they know it's impossible so they just superimposed a Pokemon HUD over the IRL World because that's all modern computers can handle. Maybe in 40-50 years with advanced AI assistance and quantum computing you will finally create an open world 3d Pokemon game on console, but even that is still a stretch of the imagination.
