Each legendary dog is only available after beating the entire post-game and based on which starter you choose. In order to get all three, you have to beat the entire game, catch 60 pokemon and beat the post game three times.

OOOOHHHH you're right, I didn't realize that! I'll just go find someone else who has also beaten the entire game, who is willing to trade their Raikou (that they either spent hundreds of hours catching or used their only master ball on) for my Pidgey. Thank you, anon!
