The franchise is already one of the most lucrative of all-time and THE monster catching franchise (and by that, I mean virtually the only one), so they don't need to put more effort/money into it than they already do. In GF's eyes, it's just money and time down the drain, which is understandeable. Dickish, but understandeable.
And because they only have a year+brainstorming to make a new game, they probably have to cut corners, especially in the programming department. Trust me, I'm only a student, and even I understand that, depending on your skill, programming can be very time consuming, and optimizing your code takes even longer.
However, unless another mon-collecting franchise becomes as huge as Pokemon, GF's employees will have to work on a "shoestring" budget and on a strict time-limit.
