Poké Balls don't actually capture Pokémon in the literal sense. When we "capture" a Pokémon in a ball that is the Pokémon deciding to stay in. It's not possible to catch a Pokémon against its will with the regular method. The Wild Pokémon we see are usually the ones looking for humans.

All of this and more has evidence for it in canon.
