The problem is that Pokémon don’t need that. Imagine now if two stage evos had an arbitrary middle stage showed in for no reason. See pic related.
It’s filler for fillers sake. No one asks for it, no one wants it.
Examples that could have shoehorn middle evos
>gyarados>seaking>cloyster >hypno>parasect >etc. Every design should be able to exist as a stand alone line. Pupas and chrysalises are exceptions though not necessarily warranted either (venonat and burmy)
