As for the military, well there are some indication that there is a military of some form. Lt. Surge and the various military uniforms and equipment use in the anime being the most evident. The ancient war like the one fought in Kalos or the war sir Aaron stopped also indicated that there is or at least was standing army at some point in time. It would be kinda interesting seeing modern pokemon armor.
>>52646449The first thing you got to remember is that many of these villain team plot often involve either ancient super weapon, legendary pokemon or some combination of the two. So unless the authorities happens to stumble upon some serious evidence of a plot there would be little reason to investigate, let along stop it. Second is that the Champions are often know or otherwise either guarding what the villain team want, happens to be on the area location of interest to said teams, direct involve with it, or have the freedom and time to go investigate/help with the things. The police unlike the champions have other duty to tend to and limited time and manpower to chase every wild plot.
>>52647951Well, yes and no. It would be like the old west, sure your local train/gym leaders will able to handle you run of the mill gang or trouble maker. But it would be another thing internally to be invaded or have massive unrest. Sure legendary pokemon can come in and save the day, but we seen how finicky they can be. So what happens, you go and join up with your friends, family, village, etc to form some sort of defense your home. Eventually these group would begin to communicate and corporate with each other to defense and prevent trouble, overtime theses group would eventually need some sort of way to corporate everyone and the next thing you know. BALM you got a nation!
