Fantina's gym was not meant to be as empty as Raihan's in SWSH. The entire region was not meant to look bland and samey throughout.
The fact they only showed the VERY early places in the game that Platinum barely changed is telling. They're seriously Going to pretend Platinum didn't even exist outside of Giratina-O, Shaymin, and Rotom.
