They purposely made every dragon/flying have their base be dragon and flying be secondary until noivern. The thing is that it means absolutely nothing.

They should do the obvious thing here, change the STAB multiplier. If dragon is your base type, then your STAB is stronger then if it was your secondary type. Do the same for damage. A grass/poison would get fucked up more by fire than a poison/grass.

Is that pokemon more viable than a true psuedo?

For instance, imagine haxorus with this stat line:

hp: 106
atk: 147
def: 100
SPatk: 60
SPdef: 80
spe: 107

It would shit on any dragon and it's only 600 BST.
