Also, you're working digitally, make use of your tools. Select, move and/or transform things that look off, then reduce their opacity and draw over them. Preferably in another layer.
Here's a quick example I just made, I labelled the lines that represent the top and the bottom of the eyes, the circle in the middle being the distance between the eyes. You don't need to make guidelines like the ones I did. There are tons of different ways to go about this and I'm very far from the best. What matters is finding or coming up with a method that will help YOU fit everything together.
Again, not trying to make it sound easy. As I said before, this is where I spend most of my time in any drawing. I would "refine" picrel a lot more if it wasn't just a quick example.
