Donphan, Ursaring, and Quagsire can be found but not their pre-evos, meaning you would have to breed as a Kantonian. Making Tedursa, Phanphy, and Wooper Kanto Baby Pokémon, which may explain their baby-like appearance.
Also all Kanto trainer npcs only use gen 2 pokemon which can be found in kanto or evolved from a kanto found pokemon.
Generation 2 was based.
