Build: A mysterious Colress-esque frenemy, a meddling philosopher type with head in the clouds. Messes up the heroes plans by showing up in a middle of their fight with the bad guys and casually interfering with both them and their opponents, using weird moves like Trick Room or Strange Steam etc. and enthusiastically watching how the Trainers deal with the added challenge, taking notes, etc. But when they get annoyed and start attacking him, he pulls out top tier tactics, beats them to a stallmate, and casually escapes. Sometimes he helps them, so they tolerate his weirdness.
Starmie is his mascot/starter mon, doing weird alien stuff and sending strange messages. But Porygon-Z is his "True Ace", the strongest mon, that just fucks everything on the battlefield up. The boxed mons are usually ones that show up only ocassionally and are only used as an accomplice in the experiments, not fighting mons. He casually gifts a Larvesta to an other character that hates fire types and/or fears insects for shits and giggles.
