Chimeras are usually depicted as having the head of a lion and the head of a goat and usually a snake for a tail. Silvally meanwhile has most of the typical griffin features: bird head, mammal torso, talons in front, paws in back. All that's really missing are the wings which is fine because they were often depicted without wings by the ancient Greek.
In the sense of chimera simply meaning an unnatural fusion of animals, sure, but the point is moot considering griffons already fall under that definition.
