According to Bulbapedo, the badge boosts are ignored if you get a crit, which would explain why I never noticed it in-game. Kingler was the first time I used a stat up move in-game in years, his speed is shit so I would have needed max boosts to notice the effect, and Crabhammer always crits so the badge boosts would never applied on the special end. Dayum.
As for why it was never noticed, it's probably because a) It's probably not something you can gather by just looking at the coding, since apparently RBY's coding is a fucking mess and b) hardly any one uses stat moves anyway since the game's so damn easy to steamroll to begin with.
