TLDR: If we're assigning sets that would be best for pokemon against their average opponent in the roster, then Dragonite beats Garchomp and Hydreigon, the only two that really stand a chance against Metagross. Metagross wins only because it never has to face those two in bracket, so a different format would change things (probably for a Hydreigon/Garchomp win)
