Take a look at Snivy for example. Nothing about its design really says "this will turn into a Regal European snake", but everyone still agrees that its line's theme is based on european royalty. If blind players picked this smug snake with no prior knowledge of its final evo, they can only predict two things about how the final evo will look like.

And that's exactly what happened as Snivy eventually became Serperior. But the regal european theme was a surprise to blind players.
Same thing with Rowlett. No blind player could have predicted its line's theme would have been "intelligence" from just looking at Rowlett's design alone. Sure, it had a nerdy bowtie, but the most a blind player could have predicted about its final evo was "this Grass type Owl will evolve into a bigger Grass type Owl". Which was a correct guess. But as it evolved into Dartrix (whose design looks like dorky nerd) and again into Decidueye (who continued the "smart look" trend with its nerdy glasses), it became clear that the design philosophy of Rowlett's line was looking like "smart" owls with their nerdy bowties and glasses.
