Nintendo and TPCi hate ROMhacks and fangames with a fucking passion, and regarding Pokémon specifically they C&D'd Prism, a game that was in development for NINE YEARS, four days before release just to be a dick. TPCi would never hire fans to make their own Pokémon games unless there was a gargantuan shift in philosophy among the staff (kind of like how SEGA used to be similarly dickish to fangames and C&D'd the Streets of Rage fan remake years before any of Taxman's ports).
