If they did I think he would be misguided and only recently joined Team Rocket. He might be the fighting gym leader which could explain why Sabrina wouldn't be at home and have conflict. Team Rocket would have made some sort of front business about rescuing Pokemon/making them stronger or some wackier scheme that he blindly trusted.
Something like a rigged fighting tournament where team rocket kidnaps the winning Pokemon (Pikachu and/or a fighting Pokemon). Since it's Sabrina's episode she saves the day with her psychic Pokemon and her dad starts encouraging her instead of being disappointed she isn't a fighting trainer.
Actually thinking about it Sabrina changes the Team Rocket dynamics too. They either have to make situations where Sabrina isn't around for Ash/Brock to get fooled by their disguises, or more likely she can never get a read on them even when it's very obvious because it makes for a funnier cartoon.
