An IRL cat doing basic cat things is just a cat being a cat, but Meowth literally fell in love with Chloe and even at the end of the episode tried confessing his love to her, but confessed to Jessie and James instead. Those are pretty different emotions and feelings from a house cat that wants a hug or just someplace to sit whereas Meowth is expressing an honest human level crush on a human and is expressing it in a human way.
