Thing is, in order for you to have that kind of complex relationships with Gardevoir, you dream about, she has to learn all the aspects and intricacies and underlying mechanism of said relationships the same way as human child does - by growing up in human society or among humans, where she can naturally learn and inherit this kind of knowledge to be on the same level of understanding as you are. This is essentially the only way to achieve imagined depth in such relationships, where you both understand each other and what you, subconsciously, desire (I'm not gonna go into even more complex topic of how pokemon age and develop and how evolution stages affect it, etc - this is whole cistern of worms). The chances you actually meet a grown up Gardevoir who already grew up like that and who, by some miracle, just gonna develop feeling for random human stranger is extremely unlikely, let alone the fact she might have already developed said feelings for someone she grew up with/along.
I dont know the answer o this question. It does go into really weird territory and extremely-humanlike appearance and anthropomorphic behavior of all the evo stages of Gardevoir make it even more convoluted. Ralts is essentially a human child, who grows into a -- essentially -- human girl/teenager Kirlia, who, in turn, grows into young woman Gardevoir. If you foster her from the very early age - isnt she basically an adopted daughter at this point? You now have a moral dilemma to overcome.
