It's a twofold history joke.
Primarina is an opera singer (see Sparkling Aria), specifically a Prima donna (see name), the first lady of an opera. Such a role meant you had to have a beautifully high soprano voice. Except, they're 87.5% male and not gender locked female because they're a Starter Pokemon. Except except, the Opera has a practice known as the castrato (well actually, they predate Opera as a concept, but...)

As the name might tip you off, Castrato were castrated in order to maintain a high singing voice (furthermore, without puberty strengthening their bone joints, their ribs and thus lung capacity would be much higher). Castratos were also called Primo Uomos when they sung as the lead opera role.
Anyway, on the opposite side of the globe, the practice of using eunuchs as civil servants and bureaucrats was common to basically every imperial Chinese dynasty (and a few places that weren't China). The idea was that, because they couldn't reproduce, they'd be diligent and incorruptible hardworkers. In practice, they were still corrupt and the fall of quite a few dynasties were blamed on them.
The practice of of Castrato, died down roughly during the Risorgimento (unification of Italy), and GF probably wasn't thinking about when designing the Alola starter trio but it's just funny to me to think that Primarina () is a singing eunuch (but still able to breed).
I've now realised that any joke that requires this much explanation is definitely the opposite of a good joke, but anyway I think my sing seal is a neat foil to Kiki's wrassle cat.
