People were speculating it was Briar who sent Paradox Pokemon to Heath's time to prove him right, but she doesn't even know of the time machine and the DLC just zooms right past it--we can't even get to the time machine room anymore, it was completely ignored.
So....how did Heath see a Mirai/Koraidon? Where'd they go after? Not even one thing was explained, we're back at square one with nothing to show for it.
