Gonna be honest, I came up with something that needs an evolution:
Starts as a perfectly round dolphin head with a dorsal fin shaped like the top of a buoy and a little tail going directly down. Has a blowhole inside the bouy infrastructure. Looks kinda dopey but could be determination.

Bababouy bob on the surface of the water, staying perfectly stationary. It has been used by other Pokemon to trick fishing ships into traps.
