If I was to make competitive pokemon I would make it more like the battle factory, in which you choose from pre selected mons to battle with, instantly getting rid off the hackibg problem. Ofc this would be less creative, as pokemon are pre designed but if balanced correctly you would at least see variety, something absolutely missing from both vgc and smogon. Its not perfect, but once again pokemon isnt built to be.
