Mainly, we don't know what that cave was going to be, but it looks like it was a cave-style dungeon, rather than being an interior building like silph co back in RBY or the towers that were in the final GSC. If you take swap the cave for a manmade structure, add a gym in the middle, add additional harbor details to the south, replace the water at the top of the map with more trees... at that point it's a completely unfamiliar city. You could just as well say that "North" was the basis for the entrance to Sinnoh's victory road, based on the general layout of the land and water.
