PS2 game, 3D, still looks gorgeous. Sprite-based games can also look worse if games with better sprites become available--fighting games are a good example of this. Compare the quality of Guilty Gear's sprites with BlazBlue's and P4A's.
Gen III backsprites were mediocre, by the way. In fact, for the bulk of the first 251 Pokemon, they used the same base sprite, just colored. And the frontsprites weren't always fantastic. Look at Houndoom or Growlithe.
