It's just really boring. Visually it's a humanoid without many notable features and the few interesting things it does have (music sheet hair and note arms) end up looking really bad. Lore-wise it's just a singing and dancing Pokemon, but other Pokemon not only do the singing/dancing gimmicks better and more naturally but do so with more charm.
