All Pokemon are somehow able to defeat another, even if it requires immense handicaps. Nothing is truly without a use. However, it would not be impossible for Game Freak to make such a Pokemon that has absolutely no offensive options. Even Magikarp eventually learns tackle, so there is still room for Game Freak to make such a gimmick 'mon. And I actually think that would be an interesting addition to the meta provided it had a large status movepool. As it stands, all Pokemon have a use
There is also no such thing as a design that appeals to nobody.
You could take a turd, add a face, and there are people that will legitimately like it. As such, there is no way to 100% fail with a design. Mind you that said design would be panned and hated by many fans, that would not mean the design is objectively unappealing. That said, what do you all think of my fakemon?
Also I do not and will not use this as a way to excuse Game Freak creating bad designs. It's impossible for them or anyone else to outright fail, but they can/have/will still make something awful.
