Everything in its design is cohesive. The dinosaur/kangaroo distinction is completely pointless since they have the same shape, and it hops like a kangaroo in its gen 5 sprite, which in turn relates to boxing.
My theory is that they started with just a boxing mushroom, with boxing glove caps for arms, sort of like Amoonguss. But every fighting type has arms and legs (except those dumb horses) so an animalistic design emerged, akin to a boxing animal. It might also be a vague reference to Mario, dinosaur + mushrooms and all that. But this is all mostly irrelevant because a creature design is nuanced and doesn't have to blatantly shove all its concepts in your face. Breloom is a great monster design precisely because it's not just my mom's animal + object.
