Pre-Elite 4, you're only missing out on about 5 Gen II Pokemon. Which isn't a lot. Every other Gen 2 Pokemon is readily available before the Elite 4 if you're willing to put in the effort to get them. And why not put a little bit of the new Pokemon in kanto to encourage exploring an already barren post-game lol

Subjective. I've done many playthroughs with my team consisting of Typhlosion, Noctowl, Ampharos, Heracross, Quagsire, and Espeon. A team like that can carry you all way to Red at Mt. Silver
