Charizard is design is generic because it is based on genetic dragon proto-design. And because dragons are always cool, so is Charizard as seen by Pokemon newcomers. Everyone wants to have a pocket dragon!
In contrast to Charizard, Gardevoir core design is unique. And yes, while most of the newbies who just begin to carefully explore the alluring world of Pokemon sexualization, easily latch out on Gardevoir because of her extremely human-like shape/appearance and the appealing persona archetype, Gardevoir isnt really the first and the last. We have a few designs like that, which can be considered unique in a sense "all pokemon based off animals":
Magchamp
Haterrene
Gothielette
yet they are NOWHERE as popular as Gardevoir. This tells us that their design is nowhere as good.
Newbies latch out on it because -- at this stage -- they are too afraid to look at something like Braixen/Delphox because it is considered "furry", so they go for the most human-looking design to avoid being "too weird". As time passes, they either stay with Gardevoir realizing its values or move full furry and finally pick up something like Meowscarada and the likes. But this just proves how good initial impression Gardevoir makes with her design. It is really a shame they could not make another goo character like that. Hatterene was the closest but something was just a miss.
