I can understand if EX Raids were a filter of sorts, saved for the best of the best so that not just any casual chump can get a stupidly powerful Pokemon, but this is bullshit. It's 100% luck whether or not the game will say "okay, you can finish your Pokedex now". It's not even like regionals where "if you wait long enough an event will bring them to you" or "if you spend enough money traveling there you can get it". It's sheer, dumb luck. The game could completely screw me over and never give me an EX Raid pass, through no influence of my own. It's not because I didn't earn it - it's because the game said so.
