The Pokemon games are so devoid of actual in-game romance and character interactions, but is so full of different characters that appeal to people with different tastes that shipping becomes less a matter of whether it will be 'canon' and more 'I wonder how these two characters interact'? Lysandre/Sycamore in an exception though, since they actually have history, romantic or otherwise.
