Then stop making new pokemon and start recycling. In fact, why even bother making new pokemon if they're just going to get dexcut the next game, let alone the next gen, regardless. People prefer the older pokemon to newer pokemon anyway, so who's even asking for more new pokemon when people are already going to bitch about the designs? Do we really need 10 more cat, dog, frog, bird, turtle, snake, rodent, monkey, etc. variants? Do we really need more legendaries and mythicals? 1000 should be the max so that we can focus on actually making a game where all of them can be playable, period.
