The toxicity was there, but it was mostly contained. /pol/ has grown extremely large and extremely vocal over the past year or two and it has become a serious problem. Again, J-list withdrew because of it. This has been discussed on /qa/ many many times and everyone acknowledges that it's /pol/ at fault, even /pol/tards themselves.
Deleting boards doesn't change the bandwidth issue. People will post images somewhere else. So the existence of boards like /qst/ has a very minor effect on the cost to run the site. Limiting filesize is the least harmful way to immediately help lighten the load.
